Job Description

General Summary of Duties:

Organizes, directs, and manages the functions, activities and personnel of the laboratory. Coordinates a wide variety of administrative, fiscal, and technical activities to ensure efficient operation of all clinical laboratories.

Essential Duties and Responsibilities:

  1. Facilitates the coordination and integration of interdepartmental and intra-departmental care and/or services.  Participates in interdepartmental or multi-disciplinary groups to ensure that the department’s services are effectively integrated into the organization’s system for delivering patient care.
  1. Establishes, implements and maintains policies and procedures to include quality assurance, safety, environmental, infection control standards to achieve department and organizational goals and maintain compliance with regulatory agencies.
  1. Determines staffing requirements.  Selects, trains/orients and assigns department staff (either directly or through subordinates).  Ensures the development of the standards of performance, evaluation of performance, and initiates or makes recommendation for personnel action.  Ensures that staff meets all educational and responsibility requirements for clinical laboratory testing as defined by federal law.
  1. Develops and submits for approval, department operating and capital budgets and ensures that department operates within the fiscal budgetary parameters, reports variances.  Develops strategies to achieve goals for cost management and effectiveness.  Develops financial indicators to monitor progress for review and analysis of financial performance.
  1. Develops short and long term goals for assigned areas in conjunction with the Chairman of the Department of Pathology and hospital administration.
  1. In collaboration with the Chairman of Pathology, develops and manages the overall hospital strategy for clinical laboratory services.  Prepares written proposals and justifications for presentation to hospital administration for new programs and major capital expenditures; provides initial coordination and implementation of programs upon approval.
  1. Analyzes market strengths/weaknesses of current department programs an activities.  Identifies opportunities for service area expansion across continuum of care.  Develops programs, marketing plans and advertising campaigns to promote growth.  Analyzes effectiveness and progress on an ongoing basis.
  1. Maintains quality assurance programs as appropriate.  Supports the continuous quality improvement process by maintaining quality improvement standards including a periodic review of customer policies and procedures; measures patient and physician expectations and communicates results to appropriate personnel.  Insures that the operation of the department complies with the standards established by the responsible accrediting and licensing agencies; coordinates the preparation for inspections; ensures appropriate records are maintained or submitted.
  1. Monitors the Laboratory Information Systems/Services of the department ensuring that proper records are retained and stored.   Interfaces with the billing department and hospital information systems departments ensuring that new and current test procedures receive charge codes and correct reimbursement codes;  notifies laboratory associates of pertinent changes.  Performs cost analyses to determine laboratory charges.
  1. Serves as a resource to administrative and supervisory staff in management and problem solving.   Addresses complaints regarding laboratory functions, and works with supervisory staff to resolve problems.

Other Responsibilities:

      1. Performs other related duties as required.

  1. Represents the department on various committees, special projects as appointed and maintains interdepartmental communications.
  1. Maintains departmental reports, records and collects statistical data for administrative and regulatory purposes.
  2. Oversees care and maintenance of department equipment and supplies.
  1. Maintains professional growth and development through seminars, workshops, in-service training and professional affiliations to keep abreast of latest trends in laboratory medicine and management.
  1. Provides opportunities for professional growth and development of laboratory employees.  Ensures that employees are oriented to the department and hospital; including safety and infection control policies and procedures.
  1. Demonstrates an understanding of and upholds the mission and core values of the Corporation through behavior and attitude.

Minimum Acceptable Qualifications:

Education:      A post graduate degree in a Laboratory Science or in Health Care/Business Administration is preferred.  B.A. or B.S. degree is the minimum requirement.

Certification:  Current certification as a technologist is preferred, M.T.

(ASCP) or equivalent

Experience:     More than seven years practical experience with four-five years clinical laboratory management experience included.
